Joe Recarey (police) and Reiter (police chief) conducted multi-month garbage surveillance and house surveillance of Jeffrey Epstein's residence, monitoring girls coming and going. They called in the FBI. The FBI did not approve of the grand jury result and released raw police interview materials to the press without cross-examination of witnesses.
